- Yes, language features partially determine what can and cannot be done with
- libraries and tools. But often they can be circumvented (e.g., runtime message
- passing can be used to make up for lack of dynamic binding in C++). The
- reverse is true only in the uninteresting sense that, armed with a good
- language, one could write a library and tools from scratch (a multiyear
- effort).

- But anyway, I tend to make the case for the triad very strongly in favor of the
- library and tools because all too often OOP-naive programmers focus only on the
- language. I want to hit them over the head hard to get their attention.
