  13. Yes, language features partially determine what can and cannot be done with
  14. libraries and tools.  But often they can be circumvented (e.g., runtime message
  15. passing can be used to make up for lack of dynamic binding in C++).  The
  16. reverse is true only in the uninteresting sense that, armed with a good
  17. language, one could write a library and tools from scratch (a multiyear
  18. effort).

  20. But anyway, I tend to make the case for the triad very strongly in favor of the
  21. library and tools because all too often OOP-naive programmers focus only on the
  22. language.  I want to hit them over the head hard to get their attention.
